World Government Secret Army

One theory that makes sense about the Holy Knights is that they are a secret army of the World Government. More precisely, they are special forces who will move when ordered by Im. The World Government does have various troops that have been presented in the story.

For example, they have a navy which is the face of the military and is the party that quells various crimes. The World Government also has various Cipher Pol agents. Because it is a secret agent belonging to the World Government, Cipher Pol operates behind the scenes. Meanwhile, the Holy Knights are secret troops that are deployed by the World Government to carry out special missions as well. For example, destroying an area as mentioned in chapter 1054.

The Strongest Characters of 19 Kingdoms

The World Government consists of a combination of 20 empires that fought against the Ancient Kingdom 800 years ago.
